Citizen's Charter Disclosure Shows Good Governance in Barangay Dumoy

The decision of the Barangay Officials of Dumoy to publicly show the Citizen's  Charter inside the barangay hall is an indication they are offering good governance to the people.

Barangay Dumoy chairman Jessie Mar Culaste's decision to show his constituents the services they can avail themselves of in his barangay indicates he deeply cares for his constituents and wants them to avail themselves of the services from the barangay available to them.

Aside from the Citizen's Charter, Culaste has also posted the barangay disclosure board for the public.

Culaste said transparency in public funds and projects is something he has always adhered to since he became a barangay captain in 2002.

Once a resident enters the Dumoy Barangay Hall for assistance or query regarding barangay affairs, a barangay disclosure board can be visible on the side of the stairways leading to the second floor of the Dumoy Barangay Hall.

At the barangay disclosure board, the current annual budget, barangay expenditures, and other financial-related matters are posted for the public to know.

Culaste said the barangay disclosure board is part of the Department of Interior and Local Government mandate for barangays all over the Philippines to put a disclosure board for transparency's sake.

"Aside sa DILL part sad ning barangay disclosure board sa order sa city kay naga aim man ang Davao City nga modaog sa most outstanding city in terms of housekeeping," Culaste told Latest Davao News.

He said as barangay captain, they must fully inform the public how much the barangay funds are and where these funds go.

Dumoy Barangay Hall is a lasting legacy of long-time captain Jessie Mar Culaste

Since the people trusted and elected him as barangay captain in 2002, Barangay Dumoy chairman Jessie Mar Culaste has done many tremendous projects for his beloved constituents through the years while serving as barangay captain.

But among the many things he did for his beloved constituents, constructing a concrete, comprehensive, and nice-looking barangay hall in 2004 is considered one of his many legacies as a long-time barangay chairman of Barangay Dumoy.

Culaste said in his first term as a barangay captain in 2002 the barangay hall of Dumoy is old and located in Greenland.

Seeing this, he decided to conduct a study to determine how to construct a bigger and better barangay hall to better serve the people.

Luckily he could find a place owned by the Davao City government where he could place the barangay hall.

Currently, the Barangay Hall of Barangay Dumoy is modern and extensive and serves the people well.

Barangay Dumoy residents who want access or avail services from Barangay Dumoy can easily reach the Barangay Hall, which is just located at the roadside.

The convenience experience by Barangay Dumoy residents in transacting business at the barangay hall could be attributed to its service-oriented barangay captain, who had the guts and balls to construct a concrete and pleasant barangay hall to better serve his people.
