Barangay Dumoy's Jessie Mar Culaste is barangay captain with double doctorate degrees

 



Barangay Dumoy, Davao City's residents are blessed to have Jessie Mar Culaste as its barangay captain since he is an excellent public servant with a double doctorate degree.

Yes, you read it right: Culaste is one of the few barangay captains in the Philippines with two doctorate degrees.

Culaste finished his collegiate degree as a registered doctor of dentistry.


A few years back, Culaste got his second doctorate degree as a master's in public administration.

The long-time barangay chairman of Dumoy is happy and proud of his achievements, and he is using his learning to better serve his beloved constituents.

If you are a resident of Barangay Dumoy, the Citizen's Charter inside the barangay hall indicates they are showing good governance to the people.


Culaste's decision to show his constituents the services they can avail themselves of in his barangay indicates he deeply cares for his constituents and wants them to avail themselves of the services from the barangay that are available to them.

Aside from the Citizen's Charter, Culaste has also posted the barangay disclosure board for the public to see.

Culaste said transparency in public funds and projects is something he has always adhered to since he became a barangay captain in 2002.

Once a resident enters the Dumoy Barangay Hall for assistance or query regarding barangay affairs, a barangay disclosure board can be visible on the side of the stairways leading to the second floor of the Dumoy Barangay Hall.


At the barangay disclosure board, the current annual budget, barangay expenditures, and other financial-related matters are posted for the public to know.

Culaste said the barangay disclosure board is part of the Department of Interior and Local Government mandate for barangays all over the Philippines to put a disclosure board for transparency's sake.

"Aside sa DILL part sad ning barangay disclosure board sa order sa city kay naga aim man ang Davao City nga modaog sa most outstanding city in terms of housekeeping," Culaste told Latest Davao News.

He said as barangay captain, they must fully inform the public how much the barangay funds are and where these funds go.
